The EMD is paid online at the time of application and is adjusted against the premium if the bid succeeds, or refunded without interest if it does not. On allotment the balance stated in the letter of offer must be deposited within 30 days, failing which the EMD is forfeited and the allotment cancelled.

Direct allotment is not a first come first served option. It requires a prior memorandum of understanding and a project report. Under direct allotment terms, production must begin within two years of possession, or three where environmental clearance is required, with minimum development and investment conditions attached. EMD amounts range from tens of thousands of rupees for a small commercial kiosk to over a crore for a large industrial parcel, so there is no flat percentage to assume.
