The Meerut Development Authority is an urban development body constituted under the Uttar Pradesh Urban Planning and Development Act, 1973. It is the town planning and land development agency for Meerut and its notified area.

Disposal is now mostly by e-auction conducted through the authority's own portal, with a draw of lots used historically for some housing schemes. A document fee is payable before the EMD and is separate from it.
