The Hapur-Pilkhuwa Development Authority was created by the Uttar Pradesh government on 21 November 1996 as an authority separate from the Ghaziabad Development Authority. It covers the Hapur and Pilkhuwa urban areas together with more than 48 revenue villages, including a corridor either side of NH-24 between Hapur and Ghaziabad.
