A woman buyer in Uttar Pradesh pays 1% less stamp duty on property up to ₹1 crore (notification of 29 July 2025, on the stamp duty guide); the calculator takes it off. The notification does not say how a joint purchase is treated, so Joint gets no rebate here.

The Hapur-Pilkhuwa Development Authority was created by the Uttar Pradesh government on 21 November 1996 as an authority separate from the Ghaziabad Development Authority. It covers the Hapur and Pilkhuwa urban areas together with more than 48 revenue villages, including a corridor either side of NH-24 between Hapur and Ghaziabad.
How HPDA allots
Four routes. Plots, shops and Green Arcade units by auction: open auction in HPDA's hall until early 2023, e-auction since October 2023, above a minimum reserve rate set from the previous round's highest bid. EWS and LIG flats by lucky draw. The Alaknanda and Kalindi flats, and since August 2026 all vacant flats, first come first served at a fixed price.
An auction round every few months since 2021, each open for two to four weeks. Plots that draw no bid come back in the next round; rates move with the last round's highest bid.

How does HPDA allot plots and flats?
Four routes. Plots, shops and Green Arcade units by auction: open auction in HPDA's hall until early 2023, e-auction since October 2023, above a minimum reserve rate set from the previous round's highest bid. Is any HPDA scheme open right now?
Yes. 8 HPDA schemes are open for registration. The dates and the amount payable are on each scheme page.
What does it cost to apply to an HPDA scheme?
It varies with plot size rather than being one flat amount, so HPDA states it per scheme. The fee is separate from the EMD or booking amount, and each scheme page carries the figure as HPDA published it.
What do you pay before bidding in an HPDA scheme?
On the schemes here HPDA states the deposit as: No EMD. What is HPDA?
The Hapur-Pilkhuwa Development Authority, a development authority of the Uttar Pradesh government. HPDA's profile page says it was created on 21 November 1996 as an authority independent of the Ghaziabad Development Authority, covering the Hapur and Pilkhuwa urban areas and villages within one km either side of the NH-24 from Hapur towards Ghaziabad. Its home page says Garhmukteshwar-Brijghat was added in December 2005.
Is any HPDA scheme open now?
One: first come, first served booking of 570 vacant EWS, LIG and MIG flats in Anand Vihar, the Alaknanda and Kalindi apartments and Preet Vihar II, from 01-08-2026 to 31-10-2026 on the UPAVP Janhit portal. HPDA's last auction closed with bids on 12-03-2026. Every other round on this page has closed.

By the documents on HPDA's site: October, November and December 2021, May 2022, August 2022, February 2023, then e-auctions closing 31-10-2023, 07-01-2024, 28-02-2024, 11-10-2024, 02-06-2025, 10-10-2025, 12-02-2026 and 12-03-2026. The same unsold plots come back round after round, and since 2025 HPDA has set the minimum reserve from the highest rate its previous e-auction got for similar plots in the same scheme.
How does an HPDA auction work?
Until early 2023 HPDA auctioned in its own hall in Hapur at 11:30 on a printed day, against an EMD paid by draft. Since October 2023 it runs e-auctions: register online, pay the EMD (about 10 per cent of the reserve price), and bid until bidding closes. Bids rise by ₹100 per sq m for plots and ₹1,000 a shop. The winner pays 25 per cent within 15 days of the allotment letter, and the rest within 60 days or in 8 quarterly instalments at 12 per cent a year, by HPDA's 2025-26 terms.
What does HPDA land cost per sq m?
HPDA's minimum reserve rates in its March 2026 e-auction: godown plots in Transport Nagar ₹22,200 to 25,000 per sq m; shop, general-shop and spare-parts plots there ₹42,100; restaurants ₹52,100; offices ₹50,500; office plots in Anand Vihar ₹22,350; school plots ₹14,900; Textile Centre shop plots ₹25,100 to 42,500 and commercial plots ₹41,700 to 60,000. In December 2021 the same godown plots were ₹19,000 and shop plots ₹38,100. The auction sets the price above these; HPDA then adds 12 per cent freehold and lease-rent charge, and corner charge where it applies.
Are HPDA plots freehold?
HPDA's auction terms sell plots freehold, with a 12 per cent freehold and lease-rent charge added to the winning bid; its 2024 terms put industrial plots on lease. The 2026 flats are freehold with a 12 per cent freehold charge on land value. The 2021 Alaknanda and Kalindi booklet said 90-year leasehold. Each scheme page quotes its own terms.
Where are HPDA auction results?
HPDA posts scanned lists of successful applicants for most rounds, with names and plot numbers but not the winning bid. This site carries which plots were allotted and never the names. HPDA's own counts of properties allotted: 15 on 31-10-2023, 32 on 07-01-2024, 25 on 28-02-2024, 21 on 11-10-2024, 16 on 02-06-2025, 7 on 10-10-2025 and 3 on 12-02-2026. The one round with winning bids printed is Green Arcade's first, in January 2022.
What is Green Arcade in Hapur?
HPDA's commercial complex in Block L of Anand Vihar, near the Collectorate (UP RERA UPRERAPRJ339207). HPDA has auctioned its shops since November 2021: 25 went in January 2022, at winning bids of ₹12,96,000 to ₹28,25,000 a shop, and 28 were still on offer in HPDA's March 2026 e-auction.
What are the Alaknanda and Kalindi apartments?
Six-storey HPDA flats in Block H of Anand Vihar, Hapur, which HPDA's booklet puts 100 metres from the Collectorate. HPDA sold them first come, first served from 27-01-2021 to 31-03-2023 at ₹15,18,000 to ₹25,20,000 by type and floor (covered area 46.46 to 74.54 sq m, as HPDA prints it), and the unsold ones are in the 2026 first come, first served scheme.
Does Hapur have a master plan?
Yes. Hapur Mahayojana 2031 was approved by UP Government order no. I/512609/2024-8-3099/562/2023 dated 05-03-2024 and took effect on 07-03-2024, as printed on the plan map HPDA links from its home page. HPDA's Master Plan page itself is empty.

For Chairman, HPDA's board list names the office - the Commissioner of the Meerut Division - and its home page names Bhanu Chandra Goswami, IAS.
Which colonies in Hapur are approved by HPDA?
HPDA publishes a list of 17 private layouts it has approved - 12 in its Hapur development area and 5 in Pilkhuwa - and a separate list of 339 colonies and plotting it has identified as unauthorised. Both are on HPDA's warnings page.

Can I apply for an HPDA scheme on this site?
No. Registration, payment and bidding all happen on HPDA's own portal. This page exists so a scheme is found before its deadline, and every figure links back to the document it came from.
What do buyers get wrong with HPDA?
HPDA publishes almost everything as scanned Hindi PDFs, several under the wrong file name (an October 2024 list is filed as 07-01-2024; a 2023 notice as 18-10-2022). Each scheme page names the document it was read from. HPDA's documents contradict themselves often - areas and rates that change between rounds, plots sold and offered again, printed totals that do not add up. Each scheme page lists them, both figures shown. Result lists name the winners and the plot but not the winning bid, except Green Arcade's first round. HPDA's own site names two different Vice Chairmen (home page and staff list). HPDA's website carries a block of injected spam links on almost every page. This site links only to HPDA's documents.
