Before you book

  • The price is not final. The brochure says it may change according to the actual area and condition at site, and that the applicant bears the difference.
  • The flats are sold as is where is. Nobody is promising a condition.
  • The freehold charge of 12% on land value, and a 10% corner charge where it applies, are on top of the price, as are stamp duty and GST.
  • Registration is 10% of the price paid online before you know whether you have the flat, because the first eligible application wins it.
  • The application does not count until the notarised affidavit is filed in person at Hapur.
  • Instalments carry interest: 7% for EWS over ten years, and MCLR plus 1% - 9.70% this year - for LIG and MIG over two years. A missed instalment adds 2%.
  • Clause 3.4 says no reservation applies to this scheme, but the payment clauses still set separate rates for reserved categories. HPDA has not reconciled the two.

  • First come, first served, and sold as is where is. Against a given flat, the first eligible application received online is the one allotted.
  • 570 vacant flats in 13 categories across three HPDA schemes: Anand Vihar (H and L blocks), Alaknanda and Kalindi Apartment, and Preet Vihar II.
  • HPDA publishes every flat number in its brochure, four pages of them. This site lists the scheme by category; the brochure is linked under Documents for the numbers.
  • The brochure states that the number of flats may go down or up.
  • The price is fixed per category, not bid. The brochure adds that it may change according to the actual area and condition at site, and that the applicant bears the difference.
  • The area is the brochure's own estimated carpet area in square metres.
  • Flats are sold freehold, with a 12% freehold charge on the land value payable separately, and a 10% corner charge where the flat is a corner one.

The steps

  1. Register on the UPAVP Janhit portal: Registration for Allotment, then Search HPDA, then create a login.
  2. Fill the application against the flat you want and pay 10% of its price online.
  3. File a notarised affidavit on ₹100 stamp paper, with self-attested copies of everything you uploaded, in person at the HPDA office. Until that is done the application does not qualify for allotment.
  4. Against a given flat the first eligible application wins it.
  5. Pay 20% within a month of the allotment letter, then the balance in instalments or in full.

Pay the balance in full
  • Within 45 days of the allotment letter: 6% rebate on the balance.
  • Within 60 days: 5%. Within 90 days: 4%.
  • The rebate follows the day the money is actually deposited.
Instalments
  • EWS: the remaining 70% over 120 monthly instalments at 7% interest.
  • LIG and MIG: the remaining 70% over 8 quarterly instalments, at SBI's one-year MCLR plus 1%, fixed on 1 April of the year of allotment.
  • For 2026-27 that MCLR is 8.70%, so the scheme rate is 9.70%.
  • A late instalment carries 2% additional penal interest, compounded for LIG and MIG.
  • An EWS flat can be occupied after 30% is paid and a hire-purchase agreement is signed; a LIG or MIG flat only after the registry is executed.
