Chandigarh Small Flats Scheme 2006, CHB's slum rehabilitation programme. CHB says it has built 17,696 small flats in all, for families identified by a biometric survey Estate Office UT ran in 2006 across 18 colonies.

• 128 Cat-II flats, Sector 51-ACHB's Board resolved on 18 May 2015 to build 128 two-bedroom flats in Sector 51-A with estate services, on plans approved by the Department of Urban Planning. CHB's own page says the scheme shall be floated shortly.
• 500 flats of various categories, Sector 53On 19.5 acres. CHB says it has already paid the Estate Officer for the land and will invite applications once the Chief Architect approves the drawings.
• about 1,500 flats, Sector 54On 30 acres, after the Sector 53 scheme. CHB says the cost of the land has already been paid.

CHB is developing residential plots 1 and 2 (16.60 acres) itself as a general housing scheme of four, three and two bedroom flats, and plot 7 for senior government employees as 4 BHK and EWS flats. Drawings are with the planning committee; wildlife clearance for plots 1, 2 and 7 was rejected by the National Board for Wildlife and CHB says it is seeking a review.

One scheme that was drawn and never built. The UT Employees Self Financing Housing Scheme 2008, 3,930 apartments, was floated between 14 January and 29 February 2008 and drawn on 4 November 2010, with a second draw for vacant two-bedroom slots on 28 September 2012. CHB's own page says the scheme was not implemented, that the successful applicants went to the Punjab and Haryana High Court in 2013 (CWP 22636 of 2013), that judgment was pronounced on 30 May 2024 and that CHB is awaiting further direction from the UT Administration. It is here because 3,930 households are still waiting on it and CHB publishes the fact.

Counted from CHB's own schemes register, its completed projects and its forthcoming schemes, all read on 2026-10-03. A scheme that names two sectors is counted under both, so the sector rows add to more than 126. CHB publishes no price in this register and none is given here.

About CHB

The Chandigarh Housing Board is the government housing body for the Union Territory of Chandigarh, established in 1976 by extending the Haryana Housing Board Act, 1971 to Chandigarh. It works under the Chandigarh Housing Board (Allotment, Management and Sale of Tenements) Regulations, 1979.

How CHB allots

New housing schemes go by lucky draw under the 1979 regulations, and there are two draws rather than one: the first selects the allottees and a second assigns the actual unit and floor before possession. Vacant and resale units are sold separately by e-auction conducted on the Government e-Marketplace portal rather than on the board's own site.

The board runs recurring draws under its long-standing small flats scheme and announces e-auctions of vacant units periodically. A full general housing scheme is launched far less often.
