The Chandigarh Housing Board is the government housing body for the Union Territory of Chandigarh, established in 1976 by extending the Haryana Housing Board Act, 1971 to Chandigarh. It works under the Chandigarh Housing Board (Allotment, Management and Sale of Tenements) Regulations, 1979.
How CHB allots
New housing schemes go by draw of lots under the 1979 regulations, and there are two draws rather than one: the first selects the allottees and a second assigns the actual unit and floor before possession. Vacant and resale units are sold separately by e-auction conducted on the Government e-Marketplace portal rather than on the board's own site.
The board runs recurring draws under its long-standing small flats scheme and announces e-auctions of vacant units periodically. A full general housing scheme is launched far less often.

What buyers get wrong with CHB
- Winning the first draw does not fix the unit. A second draw assigns the actual flat and floor.
- Vacant and resale units are auctioned on an external government marketplace portal, which needs its own registration before a bid can be placed.
- Freehold and leasehold status differs by unit and affects resale and mortgage rights, so it has to be confirmed for the specific unit.
