DSIIDC industrial sheds and flatted factory complexes: all 1,286, complex by complex

A DSIIDC shed is the address a small Delhi manufacturer actually works from. A DSIDC complex and a DSIDC industrial complex are the same thing under the corporation's former initials, and the DSIDC sheds at Kirti Nagar, Okhla, Wazirpur and Mangolpuri are what people mean by either. DSIIDC publishes no single index of them. This is that index: 1,286 sheds across twelve complexes, in DSIIDC's own counts. None of them is on offer. They were allotted from the 1970s and the way one changes hands is a transfer between allottees, not a scheme.

The 840 sheds of the Half-a-Million Job Programme, 1973-74

DSIIDC built these to implement the Government of India's Half-a-Million Job Programme. Most went to educated unemployed persons, some to DSIIDC's business associates and to export-oriented units.

They went out on lease or licence at a monthly rent of about ₹1.10 per square foot. DSIIDC announced hire-purchase schemes in 1987 and 1989, and offered the sheds on ownership rights on a cash-down basis in 1994, 1996 and 1998. Those three cash-down windows are the only times DSIIDC has offered ownership of a shed, and all three are closed.

The 446 sheds of the Self Financing Scheme

Built under the Self Financing Scheme as part of the Master Plan of Delhi, with each complex restricted to one group of industries. They are held on a monthly licence fee. The restriction is the point of them: a packing unit belongs at Kirti Nagar and a light engineering unit at Mangolpuri, and DSIIDC built the complexes that way.

DSIIDC also built kiosks, shops, canteen blocks and office space in these complexes, allotted to banks and government agencies.

The estates and flatted factory complexes DSIIDC's own list names

Separately from the shed counts, DSIIDC's IEM division publishes the list of industrial areas, estates and flatted factory complexes it maintains. It names ten, and two of them - the Wazirpur Leather Complex and the flatted factory complex at Jhandewalan - appear on no other DSIIDC page we have read.

The Delhi Industries Department's own list adds DSIDC Sheds at Narela, the flatted factory complex at Jhilmil in Shahdara, and 2,919 work centres in 25 JJR clusters at 15 locations. DSIIDC publishes no plot or shed count against any of these, and none is given here.

Bawana Industrial Area, Delhi - DSIIDC's own figures for Bawana: a project area of 1,865.04 acres, an industrial complex of about 462 hectares in five sectors with about 15,250 proposed plots, 51,214 applications for plots, and the services and cost it published. Nothing here is on offer.

Narela Industrial Complex, Delhi - DSIIDC was made a land development agency for 612 acres at Narela in 1978 and completed a first phase of 1,800 plots, every one allotted. The 70 and 50 acres left are proposals with no scheme, price or window.

Industrial areas in Delhi - DSIIDC names Bawana, Narela, Patparganj, Badli, Okhla and Jhilmil as the estates it developed, plus ten estates and flatted factory complexes on its own maintenance list. Bhorgarh, Kanjhawala, Najafgarh Road, New Mandoli and the rest are not on either list, and this page says so.
