Bawana Industrial Area, Delhi: the five sectors, the land, the plots and the money, as DSIIDC states them

Bawana is DSIIDC's largest estate and the one Delhi searches for most. It was built to move industry out of Delhi's residential and non-conforming areas after the Supreme Court's order of 19 April 1996 in I.A. No. 22 in Civil Writ Petition No. 4677/85, M.C. Mehta versus Union of India. Everything below is from DSIIDC's own pages for Bawana. Nothing in Bawana is on offer from DSIIDC today - the plots went under the Relocation Scheme and DSIIDC publishes allottee and applicant lists rather than a sale.

The five sectors, and what DSIIDC actually publishes about each

DSIIDC's own executive summary states the industrial complex at about 462 hectares divided into five sectors, with about 15,250 industrial plots proposed. The structure plan was approved on 13 January 1999.

People search Bawana sector by sector - sector 1 Bawana, sector 2 Bawana, sector 3 Bawana, Bawana sector 4, sector 5 Bawana - so it is worth saying plainly what DSIIDC publishes at sector level and what it does not. It publishes no plot list by sector, no sector-wise plot count and no sector map with plot numbers. What it does publish per sector is its engineering: the underground fire storage in each sector, and which sectors carry the sewage pumping stations. That is the honest answer, and the table is the whole of it.

Five tanks, 14 lakh litres in all. DSIIDC places the sewage pumping stations in sectors II, IV and V. DSIIDC numbers its sectors in Roman numerals, so Bawana Sector 1 is its Sector I and sector 5 Bawana is its Sector V - the same place written two ways. Anything quoting a plot count for a single Bawana sector is not quoting DSIIDC.

The land: 1,865.04 acres, and which part DSIIDC actually holds

Bawana Delhi sits in the north west corner of the city, against the Haryana border, and the estate is reached off Bawana road. DSIIDC separates the land it is in possession of from the land notified for acquisition. Both numbers are its own and both are below.

1,865.04 acres is 755 hectares. The village name is spelt Bawana on one DSIIDC page and Bhawana on another; both are DSIIDC's and neither is corrected here.

Who applied, and for what size of plot

The Relocation Scheme drew 51,851 applications: 51,214 for industrial plots and 637 for flats. Separately, 43,045 applications went to the High Power Committee and 376 were found eligible for permission.

Two different things are counted below and they are easy to confuse. The first table is what the 51,214 applicants asked for. The second is the size mix DSIIDC planned. They do not match, and that mismatch is the most useful fact on this page for anyone studying Delhi's industrial land.

Nearly half the plots planned at 100 sq m, against 47.84% of applicants asking for exactly that. The 250 sq m band is 17.6% of the plots and no applicant band matches it.

What kind of factory was moving in

DSIIDC groups the 51,697 units it counted by what they make. Auto parts and light engineering is nearly a quarter of Bawana on its own.

The services DSIIDC built, in its own numbers

Roads: the master plan roads run 100 m, 80 m and 60 m wide, with 40 m, 24 m, 18 m, 15 m and 12 m roads inside, a 4 m cycle track and a 7 m green belt on either side of it. The embankment is 0.5 to 1.0 m.

Water: 28 MLD of demand in all - 25 MLD for industry, housing and commerce, and 3 MLD of recycled treated effluent for horticulture and fire. Supply is restricted to 5 litres per sq m.

Sewerage: designed over 564 hectares for 20 MLD of wastewater, which is 80% of the water supplied, plus 2 MLD of infiltration, so 22 MLD in all. 2,75,000 m of sewer, 9,167 manholes at 30 m spacing, pipes from 250 mm to 600 mm, with a minimum 1.0 m cushion below ground.

Storm water: 38.40 cumecs in all - 19.00 cumecs to the Bawana Escape from the area north west of the Western Jamuna Canal, 17.85 cumecs from the residential and industrial area, 1.36 cumecs to the Ghoghna Drain and 0.19 cumecs from the lake and the ESS area.

Solid waste: 69,017.2 kg a day at 0.4 kg a head, across a planned 1,72,543 people - of whom 1,38,262 are the industrial population, 21,386 commercial and public, 11,887 in utilities and 1,008 residential. Pedestrian paths inside the clusters are at least 6 m wide.

Power: about 323 MW of requirement in all. DSIIDC publishes the electrical load it allows against each plot size, which is the number a manufacturer actually needs.

What it cost to build, and where the two DSIIDC pages disagree

DSIIDC prints the land acquisition at ₹322.23 crore, built from three parcels, and the services at ₹705 crore, built from ten heads. Those two add to ₹1,027.23 crore, which is the figure its executive summary gives. Its project cost page heads the same table ₹817.23 crore. Both are DSIIDC's own and neither is corrected here - see the note at the foot of this page.

Land acquisition on top: 740 acres at Bhawana village ₹112.48 crore, 324 acres ₹48.75 crore and 800 acres ₹161.00 crore, which is ₹322.23 crore. The rate was ₹7.33 lakh an acre, enhanced to ₹7.76 lakh, with ₹10,000 an acre for structures.

What is on offer in Bawana today, and what DSIIDC is enforcing

Nothing. The plots went under the Relocation Scheme. DSIIDC publishes applicant and allottee lists for Bawana, not a scheme, and there is no price, no window and no portal to apply on.

What DSIIDC is publishing instead is enforcement. On its relocation page it records 144 plots served with show cause notices for unauthorised commercial activity, 62 units cancelled for non-payment of ground rent, and 157 units cancelled for not building. Those cancellations are the only route by which a Bawana plot comes back, and DSIIDC has not published a scheme to re-offer them.

The employment this was built for: DSIIDC puts the potential at about 1,38,300 workers.

The rest of what DSIIDC publishes

Narela Industrial Complex, Delhi - DSIIDC was made a land development agency for 612 acres at Narela in 1978 and completed a first phase of 1,800 plots, every one allotted. The 70 and 50 acres left are proposals with no scheme, price or window.

DSIIDC industrial sheds and flatted factory complexes - The 840 sheds DSIIDC built under the Half-a-Million Job Programme of 1973-74 and the 446 under the Self Financing Scheme, named complex by complex, with the rent they went out at and the three ownership offers that followed.

Industrial areas in Delhi - DSIIDC names Bawana, Narela, Patparganj, Badli, Okhla and Jhilmil as the estates it developed, plus ten estates and flatted factory complexes on its own maintenance list. Bhorgarh, Kanjhawala, Najafgarh Road, New Mandoli and the rest are not on either list, and this page says so.
