KDA is auctioning four of its own commercial buildings in Kanpur, on lease or freehold, on an 'as is where is' basis: the Signature Commercial Mall Building and the Signature Hotel Building at Vikas Nagar, Crystal Mall at Parade Chauraha opposite Naveen Market, and the Commercial Complex at Panchakki, Mall Road.

Why these figures are trusted. Divide each Vikas Nagar reserve price by the SUPER BUILT-UP area KDA publishes for it and both land on the same rate: Rs 57,538 per sq m for the mall, Rs 57,392 for the hotel, 0.25% apart. That is one valuer applying one rate across the Signature complex, and a figure that had been mis-copied would not do it. Note the divisor: the rate column in the table above is this site's usual one, the price over the PLOT area, which is how every scheme here is made comparable with every other. The built-up rate is a check, not a second rate KDA quoted.

Crystal Mall: adjacent to Naveen Market metro station, 400 m from Naveen Market, 750 m from Z Square Mall, 750 m from Decathlon, 2.1 km from Phool Bagh Park and 2.5 km from Kanpur Central railway station. The Canal Patri offices: 280 m from Naya Ganj metro station, 800 m from Phool Bagh Park, 1.7 km from Z Square Mall, 1.9 km from Kanpur Central railway station and 2.3 km from Naveen Market. Every one of the three sites is within walking distance of a metro station, which is KDA's point.
What stands on each site, in KDA's words. Signature Commercial Mall Building: G+8 with two basement levels of parking. Signature Hotel Building: G+9 with two basement levels. Crystal Mall: upper basement, ground and two floors, with parking for 53 equivalent car spaces. Canal Patri: two floors of office space over G+2 basement parking - 52 offices, 110 car spaces and 80 two-wheeler spaces.
KDA publishes no EMD and no registration fee, in the advertisement or in any of the three datasheets.
KDA calls the Mall Road property two different things in two of its own documents: 'KDA Commercial Complex, Panchakki, Mall Road' on the advertisement and 'Commercial Office Spaces at Canal Patri, Mall Road' on the datasheet. Both are recorded and neither is corrected.
'As is where is' is KDA's phrase and it matters: these are existing buildings, and its terms put seeing the property before bidding on the bidder.
How the bidding works, from KDA's general terms. Bids are made on a rate per square metre, rising in multiples of 100 - at least Rs 100 per sq m above the reserve rate and at most Rs 50,000 above the displayed bid. A bid in the last ten minutes pushes the close back by thirty, and again, and again, until ten minutes pass with no bid.
A term worth reading twice: KDA accepts the highest bid only where there were at least two bidders and at least three bids between them. Below that the property does not sell.
Withdrawing after making the highest bid is not an option, and applying to withdraw forfeits the registration money. An unsuccessful bidder's money comes back within a week of the auction being approved at the competent level.
Paying in full within 90 days of the allotment letter takes 5% off the balance. A late instalment carries 3% additional penal interest for up to six months; after that KDA cancels the allotment and keeps the registration money.
Outside the price: a 12% freehold charge before freehold or registration, 10% more on a corner property, maintenance charges from possession until the colony goes to the local body, and every municipal tax. Possession comes with registration, and if the measured area differs at registry the price is adjusted.
If KDA cannot give possession - acquisition, a court process, anything unavoidable - there is no compensation and no alternative property. The allotment is cancelled and the deposit returned in full, with State Bank of India savings interest plus 1% if KDA has held it over a year.
KDA reserves the right to accept or reject any e-auction without giving a reason, and to amend these terms. Special terms for a particular property, published in the newspapers or shown on the auction software, apply on top of the general ones.
