Varanasi Development Authority: what it approves, what it is building, and the 850 villages it has taken in
Varanasi Development Authority is not mainly a seller of plots, and a page pretending otherwise would mislead. What it mainly does is approve - layouts, group housing maps, colonies and building plans - and in a city where land is bought from private sellers far more often than from the authority, the approval is the thing that decides whether a buyer is safe. That is what this page carries, alongside the two schemes VDA is actually building.

The lists to read before buying anything in Varanasi
VDA publishes four lists, and between them they answer the question a Varanasi buyer actually has: is this plot legal.
- The list of layouts approved by VDA
- The list of approved group housing maps
- The list of approved colonies, and separately the unauthorised ones
- The list of registered architects, who are the people allowed to file a map
A plot in a colony VDA has not approved is not a bargain, it is a different product. The approval is what connects it to sanctioned roads, drainage and a building plan that can be passed.
The rule change worth knowing: self-certification under 100 square metres
VDA has published a self-certification facility for small plots - 100 square metres for residential and 30 square metres for commercial. Under those sizes the map does not go through the full approval queue.
It also publishes the salient features of the Uttar Pradesh Building Bylaws 2025 and runs a Manchitra Suvidha Cell, a map facilitation cell, for people who need help filing. Those two facts together are the practical answer to most Varanasi map questions, and VDA publishes zonal contact details so a query goes to the right zone rather than the front desk.
The development area got much bigger, and that changes who needs VDA
VDA publishes a list of 850 villages brought into its development area between 2006 and 2024, a tehsil-wise list of the revenue villages included, and the June 2024 Uttar Pradesh gazette notification of the villages being added.
This matters to anyone buying land on the edge of Varanasi. A village that was outside the development area when a plot was first cut up may be inside it now, which changes who approves the layout and whether the layout a seller shows is worth anything. The village lists are the way to check, and they are VDA's own.
What VDA is building
Nine ongoing projects, five upcoming and seventeen completed, by VDA's own count. Most are civic works - ghats, ponds, libraries, community halls, bus shelters, a sports stadium. Two are property.

VDA publishes a start date, an end date and a duration against most projects, which is unusually complete. It publishes no plot count, size or price for Transport Nagar, Lalpur or Anand Kashi, so none is given here.
What VDA does not do, said plainly
VDA has not published an open plot scheme with a price, a size and a window on the pages read for this page. Anand Kashi Township is RERA approved and announced; Transport Nagar and Lalpur are under construction with dates but no inventory.
If you are looking to buy a plot in Varanasi today, the honest answer is that VDA is not currently the seller, and the useful thing it gives you is the approved-layout and approved-colony lists to check whatever you are being offered by somebody else.
