The Mussoorie Dehradun Development Authority plans and develops Dehradun and Mussoorie. Its own site says it was set up in 1984, and claims more than 8,000 home owners. It works to the Dehradun master plan, whose 2041 edition it published in draft for objections in July 2026, approves building maps through an online auto-DCR system, runs the Nazool land policies of 2009 and 2021, and acts against unauthorised construction - most of what its news page carries is demolition notices.

There is no draw, no auction and no online application: the form is a scan, downloaded from MDDA's site and handed in. MDDA does not advertise rounds. The four projects have stood on its projects page since the site's 2022 build and the booking chart behind them is dated January 2024, so the stock turns over by sale rather than by scheme.
