Baghpat Baraut Khekra Development Authority (BBKDA): what it is, its approved colonies, and why there is no scheme to apply for yet

Its rules page says by lottery. It has held none on its site.

The Baghpat Baraut Khekra Development Authority, the development authority for Baghpat district in western Uttar Pradesh. The state notified its development area on 11-06-2008: Nagar Palika Parishad Baghpat, Nagar Palika Parishad Baraut, Nagar Panchayat Khekra, Nagar Panchayat Agarwal Mandi Tatiri and 69 villages. It prepares and enforces the master plan and approves building and colony layouts there.

Not yet. BBKDA has not advertised any plot or flat scheme; no brochure, plot list, rate or lottery is on its site (read 21-09-2026). Its rules pages say allotment would be by lottery. SarkariProperty will list its first scheme the day it opens.

A township BBKDA plans at Agarwal Mandi Tatiri. On 02-09-2026 it published a notice proposing to change 7.6853 hectares at Mauja Tatiri from agricultural to residential use in its Master Plan 2031, under the state's scheme for new towns, and asked for objections within 15 days of the newspaper notice. A Dainik Jagran report BBKDA posts on its site (04-10-2025) says 11 acres are being bought from 53 farmers against a Rs 90 crore budget. It is a proposal: no plots, prices or dates of sale have been published.

BBKDA lists 38 private colonies and industrial layouts as approved with their map issued, in Baghpat, Baraut and Khekra, among them Highway City-8 and Highway City-17 Satyakunj, the Shahmal Enclaves, Green Park, Durga Residency and the Evergreen, Paras and Mahavir industrial layouts. BBKDA has no industrial scheme of its own. The industrial plots in its area are in private layouts it has approved, among them Evergreen Industrial Park at Hasanpur Masuri, Durga Industrial Township at Katha (Khekra) and Paras and Mahavir Industrial Townships at Pali on the Delhi-Saharanpur Road. Their developers sell the plots.

BBKDA's GIS-based master plan, prepared under the Government of India's AMRUT scheme. The state's housing department approved it by letter I/781400/2024 of 29-10-2024 and BBKDA's 20th board meeting adopted it on 22-02-2025. The draft projected 6,10,000 people in the area by 2031, including 85,136 in Baghpat town, 1,46,160 in Baraut and 64,964 in Khekra. The plan and its map are on BBKDA's master plan page.

No. Baghpat was part of Meerut district until 1997, but BBKDA is its own authority for Baghpat district, set up in 2008. The Meerut Development Authority covers Meerut.

By its property costing rules: 10% for a plot on a road 18 m or wider, 10% for a corner plot and 5% for a park-facing plot, at most 20% together.
