Bundelkhand Industrial Development Authority (BIDA): what it is, and why there is nothing to apply for yet

The Bundelkhand Industrial Development Authority, set up by the Uttar Pradesh government on 14-09-2023 under the UP Industrial Area Development Act, 1976, to build a new industrial city west of Jhansi. By its draft Master Plan 2045 it covers 253.33 sq km and 33 villages of Jhansi Sadar tehsil, at the crossing of NH-44 and NH-27, with Madhya Pradesh to the west and north, the Jhansi Development Authority's area to the east and Babina Cantonment to the south.

Not yet. BIDA has not advertised any scheme - no brochure, plot list, rate or allotment notice is on its site (read 21-09-2026). It is still acquiring land. SarkariProperty will list BIDA's first scheme the day it opens.

LAMS is BIDA's Land Acquisition Management System: plot maps, the acquisition process, owners and family trees, valuation of plots and assets, encroachments and litigation, by BIDA's own description. It is for the land BIDA is buying from landowners, and its login is for that work. It is not a way to apply for a plot.

BIDA's draft plan divides its 253.33 sq km as: industrial 90.58 sq km (35.8 per cent), residential 38.39 (15.2 per cent), mixed use 13.01, commercial 3.92, institutional 9.39, village abadi 5.11, green 56.36 in all, roads and rail 26.56, logistics 1.55 and water bodies 7.13. BIDA invited objections from 11-04-2025 to 11-05-2025. It is a draft; no approval notice is on BIDA's site.

No. The Jhansi Development Authority covers Jhansi city; BIDA's 33 villages lie west of it, and the draft Master Plan says the JDA area bounds BIDA on the east. Nor is it Bhiwadi's BIDA, the Bhiwadi Integrated Development Authority in Rajasthan.

BIDA's own defence page describes the UP Defence Industrial Corridor and its Jhansi node, and prints both 'nearly 3000 hectares' and '5000 hectares of developed land' for the corridor. It does not say any of that land is BIDA's to allot, and BIDA has advertised none.

BIDA's own site disagrees. Its Who's Who page names Bimal Kumar Dubey, IAS, as Chairman and Sanjay Kumar Khatri, IAS, as CEO. Its Board of Directors page names the Chief Secretary, Manoj Kumar Singh, as Chairman, and lists Bimal Kumar Dubey, the Divisional Commissioner of Jhansi, both as Chairman and as CEO.
