The Basti Development Authority, set up under the Uttar Pradesh Urban Planning and Development Act, 1973, to plan and control building in and around Basti city. The state notified its development area and constituted the authority on 28-10-2016 (notifications 106 and 275/VIII-10-16-03 Gathan/97): the area of Nagar Palika Parishad Basti and 217 villages of Basti Sadar tehsil. It prepares and enforces the master plan and approves building maps there.

Not now. BDA Basti has not advertised any plot, flat or shop scheme. Its Auction(s) and Expression of Interest pages read 'Coming soon', its Pradhan Mantri Awas Yojana page is empty, and its news since 2022 is contractor registration, tenders, a junior engineer walk-in and the master plan (read 22-09-2026). There is no brochure, plot list, rate or lottery to apply to. SarkariProperty will list its first scheme the day it opens.

BDA Basti's revised, GIS-based master plan (Mahayojana), prepared under the Government of India's AMRUT scheme. The state's housing and urban planning department approved it as the revised Basti Master Plan 2031, Part A, by letter of 02-07-2024 under sections 8(4) and 10(2) of the 1973 Act, and BDA Basti posted the approved book on 20-12-2024. It replaces the Master Plan 2021, which was made in 2001 for 2,615.19 hectares. It plans for an estimated 5,10,000 people in 2031.

The plan proposes 4,879.93 hectares of urban development: residential 2,695.20 ha (55.23%), transport 735.12 ha (15.06%), parks and open spaces 715.40 ha (14.66%), industrial 242.42 ha (4.97%), public and semi-public 188.01 ha (3.85%), commercial 156.23 ha (3.20%) and offices 147.54 ha (3.02%). Around it sit 1,835.70 ha of highway facility zone, 61.33 ha of railway, 34.56 ha of UPSIDA land, 6,974.80 ha of agriculture and 1,427.12 ha of other use: 15,213.44 ha in all (table 54, page 83 of the plan).

On BDA Basti's Master Plan page, as PDFs: the Master Plan 2031 book, and eleven map sheets for 2031 - the development map, road network, green layer, blue layer, urban sprawl, ground water, planning zones (niyojan khand), economic layer, existing land use 2020, contour and bazar street maps - plus the older Master Plan 2021. Its Zonal Plan page reads 'Coming soon'. These are planning maps: they show what land may be used for, not who owns it. Plot boundaries and ownership are in the revenue records and the revenue map (bhu naksha) of Basti, which BDA Basti does not keep.

The Master Plan 2031 says a new ring road has been drawn into the master plan map to carry traffic around the city (compliance table, page 147), and it proposes a 30 m green buffer along the outer ring road, national highways and state highways, with a 300 m highway facility zone beyond it for commercial and parking use (table 55, page 87). The alignment is on the Development Map 2031 and Road Network Map 2031 on BDA Basti's Master Plan page. BDA Basti has published no land acquisition, compensation or construction notice for a ring road on its site.

Along its roads. The Master Plan 2031 calls Basti's growth ribbon development and names four directions (section 10.1, page 83): towards Gorakhpur on NH 28, towards Bansi on NH 233, towards Domariyaganj, and towards Mehdawal.

Yes. The irrigation department's flood line for the Kuwano river covers 136 hectares of the residential land first proposed in the Master Plan 2031, including 22.60 hectares that were residential in the Master Plan 2021, where BDA Basti had already approved building maps. Its board decided on 21-10-2023 to take the flood-affected land out of residential use in the 2031 plan, and to require buildings on the 2021 land to have a plinth above the flood level. Land between the river and its highest flood level is a no-construction zone, with a 100 m buffer on both banks (pages 87 and 88).

The Master Plan 2031 keeps 242.42 hectares for industry (4.97% of the urban area), carried over from the 2021 plan, and shows 34.56 hectares as UPSIDA land. BDA Basti itself has no industrial scheme. The plan names furniture and wood craft as Basti's One District One Product (page 90).

No. Nagar Palika Parishad Basti is the municipal body that runs the city's services. BDA Basti plans and approves building across the municipal area and 217 villages around it. The two meet on BDA's board: the Parishad's executive officer is an ex-officio member, and four of its elected members sit on it.

By BDA Basti's Officers' Directory (read 22-09-2026): the Commissioner of Basti Division, Akhilesh Singh (IAS), is its chairman; the District Magistrate of Basti, Krittika Jyotsna (IAS), is its vice chairman; and Kirti Prakash Bharti is its secretary. Its Member Structure page still names an earlier commissioner and district magistrate: that list has not been updated.

Online, through the state's building plan approval system (upobpas.in), which BDA Basti links from its home page; it also runs map.bdabasti.in for map sanction. The rules it applies - the 1973 Act, the building bye-laws, the Development Fee Rules 2014 and the Nazool policy 2014 - are on its Acts and Bye Laws page.

It has a page for one, 'List of Unauthorised Colonies in Basti', but there is no list on it (read 22-09-2026). Its approved group housing maps are behind a search by zone and map number, not published as a list. So there is no BDA unauthorised layout list or colony list a buyer can check a private plot against; ask its office in writing before paying for a plot.

Its list of parks (posted 27-03-2019) has four entries: Kateshwar Park near the Nagar Nigam office in Gandhi Nagar, Dr B R Ambedkar Park, Radha Swami Satsang on Dhorika Road at Bargadwa, and PWD IH at Raudhauli. The Master Plan 2031 keeps 715.40 hectares for parks and open space, and protects Ramgarh Tal and Chilua Tal and the Kuwano riverfront near Amhat Park.
