Who can apply

• Indian citizens, individually or as a group. Companies, firms, societies and trusts may also apply.
• Applicant must be competent to contract and of majority age.
• For a residential plot the applicant, spouse and dependent children must not already hold a UPSIDA residential plot, house or flat, in full or in part. Husband, wife and dependent children count as one unit.
• Register on the portal, upload documents, and pay the catalogue fee, participation fee and EMD before the deadline. Documents cannot be changed once submitted.
• A separate EMD is required for every plot bid on.
• Bidding is restricted to being highest on one plot at a time. The moment you are H1 somewhere, your bidding capacity locks on the other plots you paid EMD for.

Before you bid

Every line below is transcribed from UPSIDA's own document. PropIQ does not rank schemes and publishes no view on whether one is a good buy — the terms are the argument.

• The reserve price is a floor, not a price. Bidding opens there and moves in steps of 2% of the reserve.
• A plot needs at least 3 eligible bidders or UPSIDA cancels its auction. You can lose a plot by being the only interested party, not by being outbid.
• You can be the highest bidder on only one plot at a time. Paying EMD on five plots does not let you win five.
• The brochure inside each plot's document bundle still carries the original July dates. Corrigendum-1 supersedes them: registration and EMD to 9 Sep, documents to 10 Sep, auction 14 Sep. PropIQ uses the corrigendum.
• The lease is 90 years, and yearly ground rent sits on top of the premium at an amount the brochure does not state.
• The premium can rise after allotment — the brochure reserves an open-ended increase for extra land compensation or infrastructure.
• Plots are sold as is where is. UPSIDA states the actual area may differ from the advertised area; above a 20% variance you may walk away and be refunded, below it the price simply adjusts.
• A residential plot may be used only for residential purposes. Running a shop, office, nursing home or school there cancels the allotment without notice.
• Bidding happens on a separate platform, procure247, reached after logging in to this portal. The listing site is not where the auction runs.
• UPSIDA publishes no EMD figure per plot. PropIQ derives it as 10% of the reserve, the formula the brochure states and the portal's own field confirms.
• The portal publishes no coordinates, no development status and no possession status for these plots.
• Only 1 of the 165 live plots is commercial - a banquet hall site at SITE-C, Surajpur. The other 164 are residential.

What you pay to enter

Payment plan

1. With the application Catalogue fee ₹1,770 and participation fee ₹2,360 — ₹4,130 in total, both inclusive of 18% GSTNon-refundable. Payable per application.
2. With the application EMD — 10% of the reserve price, separately for every plotBy 9 Sep 2026, 6:00 PM. Refunded within 3 working days if you are not qualified or not H1.
3. Final document submission All supporting documents uploaded and submittedBy 10 Sep 2026. Nothing can be added, removed or changed after submission.
4. Within 3 days of winning Top the EMD up to 10% of your H1 bidMiss it and the EMD is forfeited and the plot is re-auctioned — it does not pass to H2.
5. Within 60 days of the allotment letter Reservation money to 50% of the premium, EMD includedMiss it and the allotment is cancelled and the EMD forfeited.

The remaining 50% of the premium is paid one of two ways.

On top of the bid

Premium = highest bid × plot area. A bid in the last 5 minutes extends the auction by 15 minutes, up to 10 times. After winning: top the EMD up to 10% of the H1 bid within 3 days, reservation money to 50% of the premium within 60 days of the allotment letter, and the balance 50% in 6 half-yearly instalments at MCLR+1%.

After the highest bid

• A plot needs at least 3 eligible bidders. Below that the catalogue is rolled over 7 working days, up to twice; if it is still short, UPSIDA cancels the auction for that plot.
• 139 plots in this portal's history are marked Cancelled, so this is not a theoretical rule.
• Documents are scrutinised before the auction. Only technically qualified bidders reach the bidding hall.
• UPSIDA may ask one clarification of up to 1,000 characters, answerable within 2 days, with no new documents.
• You can be H1 on only one plot at a time. Going highest on one locks your bidding on every other plot you paid EMD for.
• The allotment letter follows within 7 working days of the balance EMD clearing.
• UPSIDA may withdraw any or all plots at any stage, and is not bound to accept the highest bid.
